YOu must have just pissed on a 9 volt battery coz my friend is a pain freak in the gym but he was screaming like a baby...definetly not just a tingle....

Depends oh how hte electric fence is made...
If it's a proper electric fence (ie: up to code) then it's a high voltage, low amp pulse generator... that means it sends a "shock" thru the fence every 1 to 1.5 seconds. Sort of like a cars ignition. I have a fence like that at my country house to keep the deer off our property. It's painfull, but won't kill ya and peeing on it wont do squat (I know, I do it all the time)
On the other hand some people don't want to pay for a proper fence so they just set up barbed wire or metal wire fence and put 110 or 220 AC right on the fence from the mains thru a 3amp breaker or fuse. That is dangerous and peeing on that would be the same as peeing on live eposed mains. Mega ouch.
