If you are sending money to someone and it is under $1000 you can wave the signature requirement but you will be asked to provide a password. If it is more then that you have to present ID (from a recent experience)

i used to work for a western union. you're suppose to ask for id for you're picking up money. unless the sender adds a security question.

I'm not sure but I think there is a limit to how much you can send with a credit card online.
