I'm not 100% sure, however if i was going to China the first place i would do some sight seeing is inside a hormone factory, hell with the great wall.

My experience is that they are legal to possess but you need to find a supplier just like anywhere else. It isn't a Thailand situation where you can order your steroids at the local McDonalds . I have been in a place in HK that sold over-the-counter in a pharmacy called FANDA. They had some sust in ampoules...expensive though
