I'd say around 14% body fat - but the lighting in these isn't that great.
If the legs match the top you got a great base started for only 21 years old.

If you did a hydro test, your body was submerged in water then it should be accurate and maybe you gained a little fat and water weight since the test...but if you did an electric current water test (it tells you water content, etc) then they can easily be off by 2% due to water, etc. When I was around 11% I used to have fairly visible abs.
