I know Halo is used almost primarily for gains in strength but, when coming off how much of the strength do you actually keep?
I have heard that you keep absolutely none and some have told me you keep roughly 75% which is it?

With proper pct, lifting routine and nutrition there is no reason you should not keep 75-80% of your gains imho.

I used halo, but at the beginning of a cycle not the end, but as MN stated, keeping gains is a matter of good PCT, and training after the cycle
so as long as my PCT and other stuff is in line when I get off Halo I should keep the majority of the strength gains I get from Halo?
