The mass majority on here will tell you to lift, do your PWO cardio, THEN take in your PWO shake. There's no need to spike your insulin prior to performing cardio. Remember, you're performing PWO cardio in a catabolic state specifically to burn fat, rather than to burn what you just ate/drank.
Drink your shake when you do both lifting and cardio. The idea behind the shake is to restore glycogen levels as quickly as possible.
