^ Looks like the mexicans got hit for around 2.6 mill. These people were treated like they were part of a narcotic empire or something. Correct me if I'm wrong but I don't recall any steroid users holding up a liquor store to pay for they're next 6 week Test/Dbol cycle. The total DEA expenditure for Operation Gear Grinder was probably significantly more than 2.6mill. The funniest part is by 2010 there probably will be numerous mexicans producing just as much (if not more) steroids than there was before Gear Grinder.
The US is just as responsible for the deplorable conditions in the once wonderful city of Tijuana from top to bottom as the mexican goverment is. I bet life in 1950's/60's Tijuana was incredible. You can definitely see signs of a former granduer all around.
