The battery in your CMOS is dying. The CMOS is a ROM chip that resides on a computer's motherboard. This ROM chip is what maintains your system's time and does so through a small watch battery.
ive had some virus's in the past that would reset it after each reboot.

lol you can always set it to internet time to get aroudn that till you change battery.
Make sure you have the right time zone set. If you have the wrong time zone and you are just changing the numbers it can keep switching back
If you are on a network your computer time will synchronize with the domain controller
Well this is probably solved but what I found that if you turn off the Internet time update and set the proper date and time you will be fine, but the bios battery shouldn't die until after 5-10 years of use depending on your pc model
