If bloating is extreme then "yes", external measurements are affected.

    But generally speaking, "no".
The spots from which you take measurements, and the pinchability of them, aren't prone minor bloating.

Yesterday I took a 13 point measurement at the gym,

    I thought I was >14% bf
    Turns out I was 17.5%

I am 2 weeks into a test prop and Dbol cycle at the moment so I have at least 10 added pounds of water weight.

I am hoping that the water weight gave me a higher reading and im not 17.5%bf
