I would bulk. Arms and shoulders need a lot of work. Traps are decent. If not you need to really buckle down to shred up. Blast those abs. Good luck either way.
Guess your tall. What do you weight?
i would go with a good lean bulk. get enough calories to bring up those arms and delts. u have good lean foundation and a great chest and abs. don't take away from your strong points and gain to much fat, but at the same time with a little more size in some of those small muscle groups you would be in killer shape. good luck and congrats on your gains
I would do a lean bulk, unless you want that ashton kutcher look. I'm tall too, and, to much fat or not enuf looks really funny on me.

My arms and shoulders have always been weak points. being 6'3 with a wingspan 4 inches greater than my height has made my arms look long and skinny my whole life no matter how hard i hit em, but i guess i just need to hit em harder! and I just hate doing shoulders, but i'm going to get heavy with them
Do a very lean/clean bulk, or just go for a body recomp. It'd be a shame to lose the bit of abs you're showing right now.
Bulk up....eat eat eat...lift lift lift....sleep...sleep...sleep.......
