Nasty rash/ significant pain deltoid

A good buddy of mine is running a sustanon/ dbol cycle. He took a 1.5 cc shot of sustanon in his left delt 3 days ago. He is experiencing significant pain around the injecticon sight and has a pretty nasty rash all down the outside of his bi/tri area. Has anyone experienced this? any input would be appreciated. He shot the other delt last week and had no problems.
