I your nipples weren't puffy prior to aas then it is indeed the result of a skewed test/estro balance, and therefore not bf related. It's good that you don't have a nodule under either, but that doesn't negate the condition. Sensitivity, itchiness, tingling, and yes puffiness (not an exhaustive list) all herald gyno.
