He means that it may be legal there but it would not be a good idea getting caught with it since you are not from there. It's legal in Mexico but they have no problem arresting you outside of the pharmacy, taking you to jail and shaking you down for everything you have then returning it to the pharmacy to sell to someone else to do it all again.
You wouldnt just want to go to a pharmacy and ask probably. If you get to know the right person you would have better luck.

Yea going over soon my wife is from their but has no ideas on where to get it or it is legal or not.
OK then yeah if I was in your shoes I would do some asking around at the local pharmacies over there but from what I have been told or heard that most of the pharmacies dont even carry the good/real HGH so you have to know what you are looking for if that is one of the items. Other than that test should be fairly easy to find as well as a few other things.
what i did in afghanistan is befriend a local, and then have the local do the transaction for you, while you wait outside in a taxi (or an armoured vehicle in my case)
Finished gear is highly illegal. And you REALLY don't want to get caught with any illegal substances in the PRC. Not a chance in hell at finding it at a pharmacy. Maybe a gym, but so few guys lift weights there, and even fewer use AAS.
Powders are legal to produce there (they are classified as industrial chemicals, not pharmaceuticals), but IDK about buying, and manufacturing them into finished product would also be an issue.

mate not worth it- chinese law is very dangerous and liable to change depending on who you are and if they want to make an example of you. corruption is rife over there- but they turn a blind eye to it unless you are a westerner and then they get all moral and go for broke- they have no minimum laws- everything is maximum -dont risk it.
Answer in short no, and not because they arent legal, its because its hard to find a pharmacy in china outside of a hospital that sales anything other than dried fish products, and some other smelly shlt. I spent a month in China and I couldnt find anything outside of a medical facility.
