Question: in order to lower RBC before I start my cycle, soon before I start up can I safely donate? 1-2 weeks beforehand?

Yes. You can donate pre cycle, mid and post.

Are you sure it's ok during the cycle? I did a quick web search and getting lots of conflicting information.

Donating is fine anytime. Just don't tell them you've ever taken AAS or administered a shot not prescribed/supervised by your doctor.
