Why do they sell UGL pharma in AAS legal countries????

I was always wondering, if in south america (Mexico included) AAS are legal, why isn’t there any pharma company, producing pharma-grade gear for bodybuilding (like legit tren), due the high demand...
I mean, everywere in the world, supplement-companies are selling pharma grade prohormones, so theoretically there should be similar companies in countries where AAS are legal right??
I saw some videos where local Pharmacies in Mexico, are selling UGL AAS. Its absurd to sell something illegal (home brewed pharmaceuthicals) in a country where there’s no need to do that illegally.

Because pharmaceutical companies can't produce something that is not FDA approved...
