I usually use 1ml to reconstitute 5000iu, but if you have room in the vial with the lyophilized HCG wafer you could use 10 ml. Must be a big vial the HCG came in?
Your math is correct, but your post reads like you are handling the actual HCG wafer, which I wouldn't do. Just reconstitute with 1 ml of bacteriostatic water, by slowly injecting the 1 ml of bacteriostatic water into the HCG vial, let it completely dissolve the HCG, and draw back to the correct line to get 250i.u.
