That anwser is YES without a doubt...

I have a buddy that at his biggest only had 15 3/4" arms that
looked bigger then my arms because his BF% was only about 7%

My BF% has always been between 14%-18% (I really can't stand
straving myself down to single digit BF% numbers) and my arms around
18"-18 1/2" and my boys looked bigger just cus he was lean as ****...

He was one of those lucky SOB's that could eat Quarter Pounders all day everyday and stay at 7% BF year round... And that was basically his whole diet...

Even the few times I dieted down to 10% BF or a little lower with 17"
plus arms his still looked bigger at 15 3/4" at 7% BF

yup... it's all smoke and mirrors. BUFF is right on. a guy with good def and low bf will "look" a lot bigger than he really is. I had a room mate in college that was about 5'10", 165lbs. but he was lean and cut. he did 30mg of D-bol ED and got up to around 180lbs... with maybe 16.5 arms but he looked HUGE because he was still well defined... even with the D-bol bloat.
