No one can accurately tell you whether or not your progesterone or estrogen levels are high without giving you a formal blood test.
If your low test levels are not a result from being on a cycle, then HRT would be a possible alternative to correct the situation. If you do not want to use tesosterone enanthate, then you can use testosterone cypionate. If you are concerned about using needles, then you can use Androgel (transdermal testosterone gel) or Androderm (transdermal testosterone patch).
Using anti-estrogens will only reduce the effects of estrogen while you are taking the anti-estrogens. After you stop taking the anti-e's your problems will likely return.
