So far it's not illegal to sell lr3IGF-1 as a research chemical since it's not scheduled by the DEA. I'm sure it will be in the next few years and we'll remember back to these times when we could buy it legally. Even with a credit card right off the site!

state Rx distribution laws where you intend to sell
Or you can just assume that you can get put in jail, be heavily fined AND be sued by any patent-holder.

It isn´t illegal, but they must be sure, that the product won´t be given to non-professionals and to those, using it for any other purpose, than their own research.
Just read the rules on the MR-site and there you have all the legality issues stated.
