If you are familiar with torrents then just download a copy and burn it to a cd
the product key on the bottom is what you really need
But keep in mind it will only be windows,
You need another computer with working internet to get your drivers(software that controls things like internet,sound and whatnot)
You can download those from dells website tho

i just contacted dell and they're sending me a windows install disk for like 10 bucks plus shipping. about 15 bucks total. they also sent me a link with all the drivers i need to install too. i prolly could've easily went with a torrent but since it wasnt that expensive i just went directly through dell.

Are you sure the recovery isn't on another partition ? Its very rare these days to get a recovery disk on a current PC.
