general question about domestics

i was thinking about domestics and had a question (although i think i already know the answer)

would it be a safe assumption to say that a domestic distributor of a UGL AAS probably receives a powder shipment, then uses his home lab to bottle everything up?

Most often that probably is the case, though there are such a thing as people who will act as a domestic source for groups outside the US or Canada, receiving already prepared product in some way and then shipping out to customers domestically.

More risk, less profit. This is why any source who is capable of brewing does so. But then again, remailing doesn't take anything more than some balls and a bit of business skill.
