Depends on the severity, if its not bad time will help, for worse cases laser treatment at a dermo clinic, there are lotions but don't know how effective they are, once again it all comes down to severity, you would have to go to a dermo and get it looked at for some real advice.

Rarely. You'd have to be one lucky SOB to get rid of old acne scars.

scar pigments: hydroquinone cream
scar craters: micro-dermabrasion or laser re-surfacing.

Mybe ill just tattoo my shoulder and part of my back haha

Tattooing over scares or stretch marks can be tricky. The ink will change a different color in the scare but fine a good artist that has experience in this and you will be all set.
