I just received this HCG, and I'm wondering if I can simply add more bacteriostatic water in order to dilute it more. I will definitely be wasting too much if it is dosed at 10,000iu per mL.

Yes. Add 10 mL bacteriostatic water for injection to yield a 1000 IU/mL solution. Each 0.1 mL (10 units on an insulin syringe) is 100 IU.
