Blood test for IGF-1 to see if GH is legit

I was wondering if a good way to test GH levels could be to have igf-1 levels tested.
Test for GH is normally made with stimulus since GH levels are not constant but IGF-1 levels are way more stable. A significant increase in IGF-1 should indicate that the exogenous GH injected is good or am i missinig something?
