IP address is neither secure nor private. You can use any IP address locator software to find the person's place. Public software can find some of the user's information but not your name. However, there are some tools used by the government that can find up to your name and the phone/DSL line you are using (through your Internet Service Provider).

When someone says their website is "secure" it means they are using SSL to encrypt all up and down traffic. Your IP address is still logged by the machine you are connecting too.
you can easily change your IP address. It's your mac address that never changes. Don't get confused
