Just as with with the civilian population. Good decent folks should all be able to be armed to protect against the evil ones who would victimize them.

Folks who have demonstrated that they arent interested in coexisting peacefully with the rest of society by demonstrating a history of violently targeting weaker ones for improper gain, rapists, murderers, robbers, thieves, assailants, should not be able to legally have guns, although they probably would be able to get them illegally. And that is the genesis of the problem. Criminals, by definition, dont follow society's laws.

Society can try to decrease the advantage armed criminals have over it. This is done by ensuring that decent citizens have legal access to firearms if they so chose to.
