You can have a generalized upregulation of innate immunity in response to anything your body isn't used to seeing. It is NOT an immune response specific for the hormone. The localized tissue damage is where cytokines/chemokines will be concentrated, but they will also be dispersed all over. It's just technical semantics, but the reaction is not an "allergic" reaction, which is an adaptive immune response to a particular compound....this isn't what occurs in these cases.
