Cycle looks like this: 300 mg test en/wk for 10 weeks, 200 mg deca/wk for 10 weeks, an as yet unknown amount of d-bol or var for the first 4 weeks.
There are too many variables to be able to give you an answer on how much you can add to your bicept. Also, you should be looking for over all gains rather than specific to one area. If you focus on that one area then you may end up throwing symetry out and not look as good as you would want to.
