Nah, 215 KB/sec is pretty fast. i say anything over 100 is 'fast'
at 100 KB/sec is when you notice programs such download pretty quick. Even 50 KB/sec isnt all that bad...fast enough to download mp3's quickly

Btw, those tests arne't very good at showing proper download speeds because most of their servers can upload to you at 100% of your down speed as often as they should.
Finding a good server and downloading a large file will tell you how much you can download at better.
