It is possible yes. I have continued to increase my strength during PCT, albeit I didnt gain some bodyfat in the process. Other times I have lost a little when not comsuming enough calories.
That's why its important to not change anything when you come off, I know too many guys who train much harder on AAS and slack when they are off, then they come here and complain about losing gains or they whatever.
Just go into it with the same mentality you have on cycle and you will be fine.
on my last pct i did make gains because i was on a cutting cycle and had restricted my calories. Then when i started my pct i uped my calories. I did gain a bit body fat and strentgh.
it just all depend's if your on a massive bulker and then you start pct is more probable that you will lose
