I'll quote it as they describe what is going on far better then I:

"Estrogen caused this proliferative exhaustion and fusion to occur earlier. Once it is fused it is fused end of story. Doesn't matter how long you take off.
Now if someone is abnormal and there growth plates don't respond to estrogen then it doesn't matter whether they take time off or not.
