Genetics only dictate where extra fat is stored, not that it necessarily exists. Sounds like she's in good health and has a great diet, so her problem is more likely overall caloric intake in the form of positive - too many cals causing a storage surplus; or negative - too few cals causing metabolic stagnation. I'd perform an eval to discern the cause, and attack it accordingly with either lowered intake, or more small meals respectively.
Regarding your Clen ideas:
I agree with your thoughts, e.g. normal female administration, and if warranted lowering the dosage and/or adding L-Taurine. You might also consider Ephedra as an option, PM me if you need any internet resources.
