I know you are worried but, he will probably be fine. When I was dumb I once cycled at 330 and 34% which was even higher than your brother. I had my blood pressure done regularly and was always fine. You might want to have him go donate blood though because it can increase his cholesterol and they will tell you what his is. My cholesterol never went up but it does with some people. I actually put on 10 pounds of muscle on that cycle.
