    usually if they do, for some reason they go right back to the same dumbass behavior that got them banned in the first place, which leads to their ip being banned. some then use a proxy, and again act like a dumbass, and again are banned. it's just a pattern. a beter question is "why are there so many dumbasses in the world?".
