how about a system that forces newcomers to read the stickies before they make their first post. It could make them click through a few pages of info and have like 5 questions at the end to check comprehension.

lol, homework. That wouldnt work because they would open it up in a new screen and do a word search and quickly find the ansewrs without actually knowing them.
