dbol, drol and deca are all good for strength but cause water bloat i.e weight gains
test, tren, var, tbol and halo are good for strength but without the water bloat so they are your best choice.
Most people you'll see are recommending a var cycle this is because var causes good strength gains with no water bloat or muscle growth so it is a good choice.
However test for example will give better strength gains, little to no water bloat but could cause weight gain in terms of muscle mass but that is dependant of your diet so if you go for test you'll have to be eating a clean diet that will cause you to drop body fat to compensate for the muscle mass you main gain. At 18% bf I don't think gaining some muscle mass is bad provided you drop body fat to stay at the same weight.
Test 500mg a week for 10-12 weeks (good strength but also muscle mass)
Var 6-8 weeks at 80mg ED (good strength, no muscle mass)
