yea you can, but why? 2 ml vial is big enough to hold 1.75 ml of water in it.

it doesnt matter how much water you use,it will be 5000iu when its mixed.You need to use the amount you want by dividing the amount of water by the dose you want. ie: if you use 10mil of water it will be 500iu per mil.......Theres no need to use a lot of water to mix it,1 or 2 mil s plenty...
Directions for Reconstitution
