Does HGH require any type of pct or AI

A friend i sometimes workout with just called and told me he spent a lot of money on HGH and AIs/pct today. Does he really need to take the Ais and pct with hgh? I thought HGH just creates more muscle cells and does not affect test/est levels. Did he get ripped off? I told him he could probably get rid of the PCT/AIs and make some of his money back, but i would ask around to be sure first.

Oh and he spent 4 figures on this stuff.
