What is a reputation comment?

When this image is clicked: on someones post, it allows you to give them "props" for that post with a comment as to why you appreciated their post. Folks are mostly using the new "Like" system now.

I still say there needs to also be a button that if enough people push Ban and at least one Mod also does the person is automatically suspended until Admin has a chance to review. That way we could nip some of these worthless posters in the bud.

vBuletin has an auto ban function that works a lot like this. If a user gets an admin specified number of 'report' clicks by forum members they will be banned for a period of time - also set by admin.

Apparently this is new in v5.x so this forum would need to be updated. Anyone know the best way to contact admin about this kind of thing to see if it's a possibility?
