Can foreign customs bust you for smuggling gear out of their country?

you get busted if the country has AS on its banned substance list. i think it would be extremely risky to smuggle, if you get caught you cant deny you didnt know anything about the pocessing the AS. although with recieving it in the mail, they have to prove that you were expecting/ordered a package of illegal substances to nab you, such as a controlled delivery.

guys **** themselves over ordering internationally via mail, but smuggling.. wooh you would have to have a death wish

Ok, but lets imagine that the AS in question are OTC in this particular country. (Its china).

They would have to charge you of "intendt to smuggle" or something like that.

I know I get trouble with US customs, but can I have trouble with Chinese customs?
