Genetics can make you born without arms. There is every step in between. Capabilities are not generalized in such a manner. You either got it or you don't.

I understand what you are saying and do not necessarily disagree however I hear genetics way too often. I will just about guarantee that he could get the same size arms. A lot of work and sweat, but he could. Some people are hard gainers for certain muscles. My legs are hard gainers. I work them harder than any other body part and they have grown quite a bit, but never enough.
The generalization works both ways.
