At least he did a lot of what he said he was going to do. Burden said he's going to take care of the american people, meanwhile the border is being compromised because he undid every good thing trump had going at the border. It was considered “irresponsible” by many to have large public gatherings (particularly indoors) due to potentially spreading the virus. Thus the Biden supporters may not have had the large gatherings as you stated. It had less to do with lack of Biden support and more to do with a show of courtesy to the community around them.
