I personally like Duolingo, but not as my main learning tool. I always use it as an extra, for practice. Grammar notes do exist for most courses, but you have to use the website to see them. I use other educational resources like https://writinguniverse.com/free-ess...ahatma-gandhi/ . I always go to the website to read the notes for a new skill, but I use the app the rest of the time.

I play around with Duolingo as well. My girlfriend and I will do German, Italian and Russian on it.
I like it. The German and Italian ones are pretty straight forward, but I'm constantly having to explain to my old lady things that aren't very clear in Russian.
I don't think you can ever actually learn a language entirely off it, but it's something to do.
