My carb choices don't change regardless of cutting/bulking. Oats are my go-to. When bulking, I'll add a bit of fruit, such as a small apple or the like. Plain rice cakes are fine too, but not nearly as satiating as oats. From a satiation standpoint, i'd recommend the oats.
