Is soaking a cotton ball in alcohol(70%) just as effecive as an alcohol swab for cleaning the top of the vial? I could not find single-use alcohol swabs at the pharmacies in town (I live in a small one atm and for me they're available only by online order) and I wonder if my practice with cotton balls is just as safe.

Yeah, they are openly available and if you can't find them ask the pharmacist yourself instead of cashier, if they don't have it in store you can go to any near by clinic and ask a nurse to spare you a few until you receive your order. I am sure they are kind enough to give you a bunch for freethey really cheap....
