i'm thinking of getting one of those...but with a little tight on budget, treadmill with adjustable angle for incline is out of list....so an ordinary treadmill or stationary bike,which one works better?

The job of either one is to allow you to get your HR to a certain level and maintain it for a certain amount of time. That's it, no more no less. I am sure either of these is capable of doing that. It all comes down to preference and space.
you need good joints for a treadmill, if your joints are weak i recommend a stationary bike. i have both and i prefer the stationary bike, it gets my heart beat up quicker and its much easier on my joints. i get better results losing fat when i do HIIT cardio, and the bike is the best for it, for me at least!
I would go with a bike also, a decent treadmill costs a fortune a decent exercize bike is not so bad. A good treadmill is hard on joints a cheap on is murder. As far as a stationary bike goes make sure it has normal proportions and riding position. Some of them have things like a wider bottom bracket so that the pedals are further apart than normal so your feet are spread while riding.
