Buying gear in Canada or Europe?

I live 30 minutes from the Canadian border and I travel to Europe a couple times a year, mainly to Germany, possibly Ireland this year. Is it possible to buy the kinds of steriods I would want for a first cycle over the counter there? I'm 46 with moderate goals. Dropped from 240 to 185 on my own and would like to add 15 lbs. of lean muscle, no competition, so I'm thinking a fairly conservative dosage. Thanks.
