about testicles on cyp

i have been taking cypionate and primobolan and it is now my 6th week and my balls still have not come up, they are still hanging......... arent they suppose to come up?????

thanks for the input, bu tlast time i used cyp, my bnlass came up so im a little nervous, that the cyp isnt working....
200 mg every mon wed fro of the cyp and 100 mg every mon wed fri of the primo
