The real question is - Are you circumcised? If so, the sensitivity on your frenulum and glans is probably less sensitive to a degree than if you were to be uncut.

What happens is called keratinization, which refers to fibrous structural proteins called keratins building up into keratin monomers, which then assemble into bundles to form intermediate filaments. Basically, it's roughening or hardening of the tissue. I would show pictures (not mine) to compare uncut vs cut but I'm sure you can imagine it.

Picture an uncut glans being soft and moist and smooth, vs a circumcised man to have more of a texture to his glans and frenulum skin. The only way to go about restoring or increasing sensitivity to this area of your penis would be to use something like glycolic acid moisturizer (10%), or shae butter. Also, there's techniques to restore your foreskin to have a natural way of protecting your skin and preventing keratinization from occurring, however it involves lost of time and commitment on the individuals part. You can search for foreskin restoration and come up with a lot of techniques and information.

Alas, once you've been circumcised, that's a surgical removal of a lot of nerves that were once in your penis, that unfortunately, can never be restored completely. So, most men who are cut don't have the same sensitivity as males who aren't. Which isn't a bad thing since neither would ever know the difference unless someone went from uncut to cut.

Yeah, you can use your already existing skin to create this cover, and there are a variety of taping/strapping methods to accomplish this, and also a cone like device that "suctions" your skin and holds it around the glans. I am not sure of the reference of hCG, but more Test is always good!

I was circumcised at birth and have effectively restored about 2/3 of my original foreskin, which is as far as I want to go. It's enough to protect me while flacid, and hanging in my pants, and not too much that it covers my glans when erect. Also, my glans is much more sensitive and moist due to the restoration. It took me about a year to do this.

Of all the girls and women I have slept with maybe 10% have asked if I was circumsized or if I was Jewish ( I assume they thought moiles {spellcheck} did it differently than the local hospital) It is only recently that I have become aware how lucky I was to be born like this ( To have the increased sensitivity without the asthetic issues of a full sheath) as I have seen others who were uncut with full sheaths in pornos and can definatly understand how women would not find it an attractive option.
