I hear tell that you need 2-3 minutes for mass/strength. I've heard this often from strength coaches and doctors.

Same, 2-4 minutes. Although, loading 6 plates on a leg press machine and unloading after done takes a while. Last time from unloading squat rack to loading leg press took me 6 minutes. I click on my stop watch to monitor rest right after I rack the weight.

It depends on the workout goal. For example supersets, trisets I use little or no rest. When going heavy more than 2 minutes to recoup.

if you go heavy i dont see how youd be able to jump right into the next set. you need time to recooperate

It takes at least two minutes to recover from a heavy set.

Goal = mass = lift heavy = at least two minutes.

I work out with a partner and do the exercise almost just as soon as he is done, unless I am not ready then I take a minute or two more.

I lift when I am ready. Which in turn depends on the set, the exercise and the previous weight as a percentage of 1RM.

It is pointless to rabbit out a bunch of light sets and equally pointless to take so long between sets that the sweat dries.
